When Did Consumer Protection Act 1986 Came Into Force?

The Consumer Protection Act, 1986 received the assent of the President of India on the 24th December, 1986 and was published on 26th December, 1986 in the Gazette of India, Extraordinary, Part II, sec. 1 by the Ministry of Law and Justice (Legislative Department).


Subsequently, the Ministry of Food and Civil Supplies (Department of Civil Supplies) had notified the commencement of the provisions of the Act as follows:-

1) Chapters I, II and IV was notified with effect from 15th April, 1987, vide Gazette notification No. S.O. 390(E), dated 15th April, 1987.

2) Chapter III was notified with effect from 1st July, 1987, vide Gazette notification No. S.O. 568(E), dated 10th June, 1987.


The text of the said Gazette notifications are reproduced as under:-

1) Ministry of Food and Civil Supplies (Department of Civil Supplies) Notification S.O. 390(E) dated the 15th April, 1987 in the Gazette of India, Extraordinary, Part II, sec. 3(ii):— In exercise of the powers conferred by sub-section (3) of section 1 of the Consumer Protection Act, 1986 (68 of 1986), the Central Government hereby appoints the 15th day of April, 1987 as the date on which the provisions of Chapters I, II and IV of the said Act shall come into force in the whole of India except the State of Jammu & Kashmir.

2) Ministry of Food and Civil Supplies (Department of Civil Supplies) Notification S.O. 568(E) dated the 10th June, 1987 in the Gazette of India, Extraordinary, Part II, sec. 3(ii):— In exercise of the powers conferred by sub-section (3) of section 1 of the Consumer Protection Act, 1986 (68 of 1986), the Central Government hereby appoints the 1st day of July, 1987 as the date on which the provisions of Chapter III of the said Act shall come into force in the whole of India except the State of Jammu & Kashmir.




Note: The then Ministry of Food and Civil Supplies is now known as Ministry of Consumer Affairs, Food and Public Distribution.
