Foundation of the CERT-In
The CERT-In is a statutory organisation under the Department of Electronics and Information Technology, Ministry of Communications and Information Technology.
The CERT-In was officially inaugurated on 19th January, 2004.

It is generally denoted either as "ICERT" or "CERT-IN".
Definition of CERT-In
Indian Computer Emergency Response Team is defined under the Section 2(1)(ua) of the Information Technology Act 2000 as "an agency established under sub- section (1) of section 70-B".
NB: Clause (ua) of sub-section 1 of section 2 was inserted by the Information Technology (Amendment) Act, 2008 (10 of 2009) dated 5th February, 2009, which came into effect from 27th October 2009.
What is Indian Computer Emergency Response Team and its Role/Functions?
The CERT-In is a national agency whose functions are mainly in the area of Cyber Security.
Some of the key functions are as below.
- issue guidelines, advisories, vulnerability notes and white papers relating to information security practices, procedures, prevention, response and reporting of cyber incidents;
- collection, analysis & dissemination of information on cyber incidents;
- coordination of cyber incidents response activities;
- forecast and alerts of cyber security incidents;
- emergency measures for handling cyber security incidents;
- such other functions relating to cyber security as may be prescribed.
The CERT-In may call for information and give direction to the service providers, intermediaries, data centers, body corporate and any other person for carrying out the above mentioned functions.
Organisation Structure of the CERT-In
The CERT-In is headed by the Director General, who is a Central Govt official. Apart from other officials and employees, there are also Scientists from the Information Technology field, who are constantly working on identification of possible cyber security vulnerabilities and timely reporting and ultimately the measures to be taken to address these incidents.

Similar Teams in Other Countries
Since cyber security incidents are becoming more and more frequent in many countries, hence most of the countries have already started taking severe measures in addressing this sensitive issue. Computer Security Incident Response Teams (CSIRTs) are being established in these countries.

Jan, 2016: CERT-In has signed cooperation pacts with its counterparts in Japan, Malaysia and Singapore for cyber security.
